A navigation fix is not an outgoing message
BeiDou includes positioning, navigation and timing alongside specialized services such as short messaging. Access depends on the service, terminal and supporting arrangements. A phone’s ability to receive BeiDou navigation signals does not by itself prove that it can send a message through BeiDou.
Imagine a field team choosing equipment for a remote survey. Write two requirements: obtain a position, and transmit a status report. Test each separately using the proposed terminal and service conditions. Seeing a map marker satisfies neither the communications requirement nor a guarantee that somebody received the report.

Interoperability requires a receiver and a method
China’s 2016 white paper identifies compatibility and interoperability with other navigation systems as program principles. Receiving signals from several constellations can offer additional observations, but a particular device must support the relevant signals and account for their reference systems and timing. Shared use is an engineering capability, not a consequence of displaying several program logos.
In an original comparison, a receiver uses six clean measurements in one test and ten partly obstructed measurements in another. Which result is better? The counts alone cannot decide. Record supported signals, geometry, processing settings and reference truth. Then compare errors rather than rewarding whichever screen shows the larger satellite count.
Test two requirements with two kinds of evidence

Make accuracy claims reproducible
General GNSS errors include obstruction, reflected paths, atmospheric effects and receiver limitations. GPS.gov distinguishes transmitted signal accuracy from actual user accuracy and from map errors. Its GPS-specific performance figures are not BeiDou specifications. A global-service milestone also does not guarantee reception inside every building.
Design a small test using a surveyed reference location, a fixed receiver setup and repeated observations under documented conditions. Report the error distribution and missing solutions, not only the best reading. A second run near reflective buildings can test environmental sensitivity. State that these results describe this setup and period; broader claims require broader evidence.
