Record the decision and its limits
GAO’s July 2026 assessment records NASA’s March pause to Gateway Initial Capability and a shift toward sustained surface operations. It also records that some HALO work was stopped in April while limited efforts continued. This is a dated description of program decisions, not a claim that all relevant technology or every partnership disappeared.
A project can change direction after substantial design and manufacturing work. Its original goal, the hardware actually completed and its later proposed uses belong in separate parts of the history. Keeping them separate prevents both an imagined flight record and the mistaken conclusion that nothing was learned.

Reuse is a new proposal to evaluate
In NASA’s September 2026 Moon Base discussion, officials described plans to adapt PPE capabilities for the SR-1 Mars demonstration and HALO power and avionics work for lunar-surface technology demonstrations. They also described discussions about partner technology. Those statements document intended reuse; they do not establish successful operation at the new destination.
As an original engineering exercise, imagine moving an orbital power unit to a surface installation. Its mounting, surroundings, thermal conditions and operating schedule could change. List the differences before deciding which earlier tests still apply. Reuse can preserve useful work while still requiring substantial new integration and evidence.

Build a dated evidence chain
Make a three-column record: original requirement, observed development result and new proposed application. Put an official plan in the proposal column until evidence establishes the relevant completed event. A photograph of assembled hardware supports a narrower claim than a report of that hardware performing its intended mission.
This approach also helps read conflicting pages. A historical design reference may accurately explain the former system while a newer decision changes its planned use. Preserve the technical explanation, attach its date and scope, and use the newer evidence for current program status. This course’s status review is dated October 23, 2026.
