Wide coverage can fill an information gap
Satellite observations can help map affected areas when ground access is difficult. They can show broad patterns around a flood, fire or other event and support coordination with local reports. The product must still arrive in time and resolve features relevant to the decision. A high-quality image delivered too late may serve recovery analysis rather than immediate response.
A satellite is not always overhead when an event occurs. Optical sensors can be blocked by clouds, and processing and distribution add delay. Treat as a property to check, not an assumption inherited from the word “satellite.”

Unobserved is not unaffected
A cloud-covered area may contain flooding that the optical image cannot reveal. Some radar observations can help under cloud cover or at night, but their interpretation still depends on geometry, surface response and processing. Trees, buildings and other structures can complicate what a flood product shows.
A map should distinguish observed absence, detected impact, uncertain and no usable observation. Painting all unclassified regions as safe converts missing data into a claim the sensor did not support. NASA’s flood-observation explanations emphasize why some events are difficult to see.

Match scale and time to the decision
In a fictional planning exercise, a product has 100-meter pixels and was observed six hours ago. It may show the broad footprint of an event, but it cannot by itself certify the current condition of a narrow bridge. Pixel is not the same as structural inspection, and conditions may have changed since observation.
Use satellite evidence with suitable local reports and the responsible operational sources. The lesson’s task is to judge what a dataset can support, not to infer a specific safe route from a teaching image. A product’s limitations should travel with it when shared.
Landsat 7 imagery of Los Angeles and its surroundings is combined with Shuttle Radar Topography Mission shaded relief. This is a regional context product, not an image of a specific disaster or proof that any road is currently passable.
Look closely
Which additional evidence would a claim about a particular road require?
See what to notice
The claim needs suitable current observations at the relevant scale and authoritative local or operational information. A regional historical composite supplies context rather than a road-condition certificate.

Keep the evidence chain visible
Record acquisition time, release time, sensor, classification method and confidence or quality flags. A before-and-after comparison should account for normal water bodies and seasonal conditions so expected water is not automatically counted as new flooding.
Satellite products can guide where to investigate, which areas need more information and how an event evolves. Their benefit grows when users know both what was observed and what remains unknown. Responsible interpretation makes the data more useful by matching the strength of a conclusion to the available evidence.
