Different documents do different work
A sets obligations for its parties under international law. National legislation and regulations implement responsibilities within particular legal systems. A guideline, technical standard or political commitment may have a different legal status. Its title alone does not tell you whether it is binding, on whom or through what mechanism.
A useful reading method asks: who adopted this document, which actors does it address, what activity does it cover and how is it implemented? Also check whether you are reading the adopted text, an amendment, a proposed rule or a summary. These distinctions matter before applying any statement to a real mission.

Read the treaty’s actual scope
The 1967 Outer Space Treaty rejects national of outer space and celestial bodies by sovereignty or occupation. Its arms provisions specifically address nuclear weapons and other weapons of mass destruction in space, with additional restrictions on celestial bodies. It should not be summarized as a blanket prohibition of every military use of space.
A fictional lunar lander’s flag does not create sovereign territory under the treaty’s nonappropriation rule. That does not mean every question about equipment, operations or extracted resources has the same answer. Separate the particular issue from a slogan, and examine the applicable text and interpretation.
Identify the layer of a rule

Activity-specific authorizations. A technical success, policy statement or classroom example is not a complete legal clearance for a real mission.

National implementation can divide responsibilities
In the United States, FAA commercial-space responsibilities include launch and reentry oversight, while NOAA’s commercial remote-sensing licensing addresses a different activity. These examples illustrate why one approval cannot automatically be treated as permission for every part of a mission. Other jurisdictions use their own institutions and rules.
For a classroom case, label each document by its function and identify unanswered questions rather than declaring a real project legally cleared. Actual compliance depends on current law, and facts. The learning objective is to recognize the layers and avoid confusing a scientific achievement, political endorsement or technical certificate with complete legal .
