A plan for a decade
Brazil’s Programa Nacional de Atividades Espaciais, or PNAE, provides a planning framework for national space activities. The 2022–2031 edition was approved in December 2021 following work involving public and private participants in the national space-development system. AEB presents the program as a way to address societal needs through space-related goods, applications and services. Its scope extends beyond a list of rockets or satellites.
Different planning layers answer different questions. A policy expresses broad priorities; a program organizes work toward them; a project delivers a defined capability; an operating service uses that capability for people. These layers interact, but their evidence is different. Publishing a plan is a real administrative milestone, while successful operations and measured benefits require later records from the relevant projects and services.

Follow a need through the system
Consider a fictional need to make environmental warnings more useful to a remote community. Satellite observations might be part of the answer, but data reception, processing, interpretation, communications and local response also matter. Buying a sensor alone does not establish that a warning reached someone in time to act. A clear project description should say which part of that route it will improve and how the improvement will be checked.
Useful measures can include whether observations arrived when required, whether the resulting information met a stated accuracy target, and whether intended users could access it. These are different from simply counting launches or downloaded files. A high download count can indicate interest while leaving open whether the data supported the intended decisions. Select indicators that match the actual public need and preserve their definitions over time.
Trace a national priority to its effect

Read progress reports critically
A program can combine national development with international cooperation. Brazil’s CBERS partnership and its domestically developed observing spacecraft illustrate different ways of building capacity and obtaining data. Neither arrangement should be judged only by the location of a launch. Ask what expertise is retained, what services are available, which dependencies remain and what resources are required to sustain the work.
Planning also involves choices among worthwhile projects with limited staff, money and facilities. A delay or revised priority should be evaluated against documented constraints and objectives rather than hidden behind an unchanged target date. To study PNAE, pair the planning document with dated implementation evidence. The plan tells you what was intended; delivery and evaluation records help establish what was achieved and whether it addressed the need.
