A public mission with commercial providers
NASA’s Commercial Crew Program sought transportation for astronauts to and from the International Space Station through partnerships with American industry. Companies developed and operated transportation systems while NASA defined requirements and evaluated the evidence needed for its missions. Commercial describes the relationship and service model, not the absence of public responsibility.
The program includes a whole transport chain: spacecraft, launcher, ground equipment, operations, training and recovery. A capsule is the most visible part, but a capsule without its supporting systems is not an available crew service.

People change the requirements
Cargo delivery and crew transportation can share technology while having different requirements. People need a suitable cabin, protection during emergencies, workable displays and procedures, and an acceptable route home. A cargo flight’s success provides evidence about that cargo system; it does not by itself certify a crew configuration.
Commercial Crew is also a particular NASA program, not a label for every privately operated human flight. A private visit and an ISS crew-rotation mission may use related hardware while having different customers, objectives and operating arrangements. Naming the program boundary helps a reader avoid mixing those records.

What part of a complete crew service does a launch photograph leave unseen?
See what to notice
It does not show docking, the stay in orbit, reentry, recovery or the supporting verification work.

Compare like with like
Imagine two proposals: one includes launch and return, while another price covers launch only. Comparing the headline amounts as if they buy identical services is misleading. A useful comparison states the included tasks, crew capacity, schedule assumptions and allocation of responsibilities.
The same care applies to claims about innovation or cost. A development milestone, a signed service contract and a completed crew rotation are different achievements. Evaluating the program means asking which capability was actually demonstrated and what remained to be done.
