Begin with a difference you could measure
An attractive destination gives a mission a setting. A proposal must explain what remains unknown and which observations could change our understanding. A hypothetical ice-mapping orbiter might ask whether two regions differ in surface composition. Its team must describe a measurable signal, the conditions needed to detect it and the alternative explanations that could imitate it.
The proposal connects science with engineering: instrument sensitivity, orbit, communication opportunities and operating time. The team cannot justify each choice independently. An excellent sensor on an orbit that misses the regions of interest would leave the central investigation unfinished.

Compare complete options
Selection happens within a program with particular goals and constraints. NASA’s project life cycle distinguishes early concept work from later implementation. A study or proposal is therefore evidence of planning, not proof that a funded spacecraft exists or that a launch will occur. Reviewers assess the maturity and credibility of the whole proposed investigation.
Consider two fictional proposals with the same cost ceiling. A observes one region in great detail. B observes three regions at lower detail. If the question concerns differences between regions, B might provide the more useful comparison. If small surface features are essential, neither coverage alone nor low cost decides the choice.
Connect the proposal to its evidence
Original teaching diagram. QUESTION. What differs between regions?. What could imitate that difference?. MEASUREMENT PLAN. Coverage + sensitivity + timing. Resources and limitations. A selected idea still needs development, testing and successful observations.

Keep claims proportional to the decision
Selection can authorize further development without resolving every technical uncertainty. Teams identify risks, reserves and milestones that determine whether the proposed approach remains credible. Public descriptions should distinguish a concept study, a selected project, a constructed spacecraft and a demonstrated result.
Try writing a one-sentence proposal: “We will compare this measurable quantity under these conditions to test this explanation.” Then name one result that would remain ambiguous. Stating that limitation strengthens the investigation by making the needed evidence and its boundaries visible before hardware decisions become expensive.
