A financial network across distance
Bank Rakyat Indonesia, or BRI, uses communications to connect a geographically dispersed banking network. Before BRISat, it already obtained satellite connectivity from other providers. Its decision to acquire a dedicated satellite therefore represented a change in infrastructure ownership and control, not the invention of satellite-based banking. BRISat launched aboard an Ariane 5 in June 2016.
BRI’s December 2025 account describes the satellite as support for its digital services and reach into underserved regions. A bank can value control over capacity, planning and network development when many locations depend on reliable communication. That rationale should be distinguished from proof that ownership automatically lowers every cost or makes every transaction successful. The service still depends on equipment, operations and people on the ground.

A relay does not authorize a payment
A communications link carries information between systems. It is not the bank’s complete transaction-processing system. Identity checks, authorization, ledger updates and confirmation occur through the banking application and its supporting infrastructure. A satellite path can transport the messages while the application must still handle delayed, missing or repeated responses correctly. Ownership of the radio relay does not remove these responsibilities.
Consider a fictional transaction that has been recorded by a server, but whose confirmation message fails to reach a terminal. The missing confirmation does not prove that nothing happened. A robust application needs a way to reconcile the request with the recorded result and avoid creating an unintended duplicate. This is a systems-thinking example, not instructions for using any particular bank or a description of BRI’s internal implementation.
A missing reply leaves uncertainty

Measure availability over a stated interval
For a fictional communications service observed for 1,000 hours, suppose it is unavailable for two hours. over that interval is 998 divided by 1,000, or 99.8 percent. That number says nothing about whether the two hours occurred during a quiet period or a critical business window. It also does not identify the cause or guarantee the next thousand hours.
Owning a satellite moves some decisions and obligations closer to the organization using it. The owner still needs trained operators, compatible terminals, maintenance arrangements and recovery plans. BRISat illustrates a specialized national communications program whose purpose is best understood through the services it supports. Assess the relay, the ground network and the application separately, then examine how they work together when a message is late, a terminal loses power or a route becomes unavailable.
