Lesson 4 of 4 · Hand over a working capability
Hand over a working capability
6 minute lesson · 3 checks along the way
Your goal for this lessonEvaluate a complete observation-to-product task and distinguish equipment ownership, trained participation and demonstrated independent operation.

The ground team completes the observation
CNSA’s launch account describes Egyptian participation in system design and assembly/test training. The later technical handover marks another project milestone. Equipment, procedures and practiced skills all contribute to a usable capability, but a ceremony alone cannot show how every future task will perform.
Consider an invented request to assess a field after irrigation. The team must schedule a suitable observation, receive the data, check its quality, produce an interpretable result and deliver it in time. A received file is an intermediate output. If the scene is cloud-covered or the product arrives after the decision, the user’s original need may remain unmet.

Acceptance should exercise the whole task
Verification asks whether specified requirements are satisfied; validation asks whether the resulting product serves its intended use. A fictional ground chain might correctly process a supplied test file while still failing to deliver a useful fresh observation. Testing the whole scenario exposes gaps between individually working components.
Suppose twelve training tasks are defined and nine are completed independently. Three require coaching. Record 75 percent independent completion for that task set, together with the assisted tasks and conditions. Counting all twelve as independent would hide the support still needed; treating the nine successes as worthless would hide demonstrated progress.

Preserve the capability after the demonstration
A handover package should make the accepted configuration understandable to the receiving team: procedures, calibration and processing records, known limits, maintenance responsibilities and usable training materials. Access to equipment and possession of documents do not automatically establish the ability to redesign every component. Define the capability being claimed.
In a fictional exercise, another operator repeats the task using the records and a new suitable scene, without the original instructor. Agreement within an explicitly defined tolerance is stronger evidence of repeatable capability than a single rehearsed display. Continued staff development and configuration control help that capability survive changes in personnel or software.
