Read a national overview at its stated date
China’s January 2022 space white paper describes achievements through 2021 and priorities for the following years. It brings together launch systems, human spaceflight, exploration, Earth observation, navigation, communications and science. That makes it useful evidence of the government’s published account and intentions at that time.
A policy document is not a live mission-status feed. Statements about what will be developed must remain separate from its reports of completed events. Later launches, setbacks and changes need later records. This is especially important when a familiar program name contains several generations or missions.

Assign the names to their functions
Shenzhou crew transport, the station complex and Tianzhou cargo operations form connected parts of human spaceflight. Chang’e lunar exploration and Tianwen planetary exploration pursue different destinations and questions. BeiDou supplies navigation and timing capabilities, while Gaofen refers to high-resolution Earth-observation development.
The launch system, spacecraft, instrument and ground service are different layers. A Long March vehicle launching a satellite does not make the satellite itself a Long March rocket. Likewise, an agency name is not automatically the name of one coherent program containing every activity associated with it.

Original teaching diagram. Planning statement. Intends to develop. Target or proposed capability. Demonstrated statement. Launched, docked or measured. Verify the scope of that event. A dated policy account and later mission evidence answer different questions.

Evaluate each claim at the appropriate level
For a fictional record-review exercise, a 2022 document says a payload is planned, and a later report says its spacecraft reached orbit. The later report updates launch status but does not yet establish that the payload met every measurement objective. Read the specific event rather than filling gaps with assumptions.
A balanced account asks the same questions used for any region: what problem was addressed, who performed the work, what hardware and services were involved, and which outcomes are supported by evidence? Preserve Chinese names and transliterations as aliases where they identify the same project. Similar-sounding names are not a reason to merge distinct programs.
