What is the buyer actually acquiring?
An agency might fund development, purchase a spacecraft, contract for a launch or buy a continuing service. These arrangements assign different work and responsibilities. A service purchase can let a provider choose parts of the implementation, but the buyer still needs clear requirements and evidence that the delivered service meets them.
NASA’s COTS program supported commercial cargo capability development through partnership agreements. Commercial Resupply Services involved purchasing cargo services. The development effort and the recurring service contracts are related, but treating them as one identical contract hides the different purposes and stages.

Contract type changes risk allocation
A firm-fixed-price contract generally places the contractor’s cost-performance risk on the contractor for the agreed work. Cost-reimbursement arrangements allow payment of allowable incurred costs under their terms and require appropriate oversight. Neither label alone guarantees low total cost, technical success or a suitable allocation of every risk.
Unclear requirements, changes in scope or an immature design can affect either approach. A fixed price for a narrowly defined item does not establish the price of the whole program. Compare the included deliverables, interfaces, responsibilities, change provisions and acceptance evidence before declaring one proposal cheaper.
Canadarm2 grapples the Dragon spacecraft on SpaceX CRS-6 on April 17, 2015, before berthing with the station. This image records part of a delivered cargo-service mission. It does not establish the contract price, the complete development cost or the economic value of every item aboard.
Look closely
Why does an operational photograph need separate financial records for a cost comparison?
See what to notice
The image establishes a physical mission activity, while accounting boundaries, contract terms and payments come from different records. Both are needed to connect delivered capability with its cost.

Competition and continuity both matter
In a fictional data-service purchase, provider A has a low initial price but a restrictive export format; provider B costs more initially and supports data portability. The comparison should include the ability to verify quality, continue service and change providers if needed. The better choice depends on the actual requirements and costs.
A review should distinguish what a provider promises, what a contract requires and what has been delivered. Public-private work can combine investment and expertise, but public funding does not disappear merely because a commercial company performs the work. Evaluate the specific arrangement and observed outcomes instead of treating “commercial” or “government-built” as a complete economic argument.
