The boundaries, levels, canonical ID syntax, namespace registry, schema, reconciliation report, and build gate are established. Every current identity has evidence or an explicit hold/review disposition.
All eighteen Total Space Archive programs are now closed at their frozen-census or current-holdings boundaries. New evidence, corrections, newly announced activity, and explicitly held records keep the archive living; a measured zero or evidence hold is never treated as absence from history.
